My tubes have been tied for five years now. The operative report says they cut 3 cm off and sutured them up. Can it be reversed?

Generally these types of tubal ligation can be reversed. When 3 or more cm have been removed we recommend a screening laparoscopy during reversal to evaluate the tubes to see if there is enough tube remaining to be repaired.
