Yes, it is certainly possible to have a tubal reversal after having tubes cut and burned. We see close to 1000 women a year for tubal reversal surgery and in about half of the cases the tubes have been cut and burned. Overall, two out of three women will get pregnant after the tubal ligation reversal.
